Title: a King's mandate

I hope this question isn't too theoretical.  So I've read that a King needs a kingdom and a mandate.  My question is, how does a King get that mandate?

I have never read that, but I will take a guess and say the mandate would come from the desires and agreement of those in the kingdom.
